In the case of the "Yes Minister" and later on "Yes Prime Minister" the minister was the idiot and the under secretary was the one getting things done. In Penang's case, the roles are reversed. The civil servant is the idiot and the one getting things done is the minister. So let's get it right!
Our civil service is in shambles and not functioning. The current federal government's solution is to add more headcount...where's the logic in that? Get it done right first, stupid!!
